August 16, 2011: In a few years a NASA spacecraft will seek the building blocks of life in a shovelful of asteroid dirt. The OSIRIS-REx1 spacecraft, targeted for launch in September 2016, will intercept asteroid 1999 RQ36, orbit it for a year, and then reach out a robotic arm to touch its surface.

Hopefully we will learn more about orbiting an asteroid now that the spacecraft DAWN is in orbit around Vesta.
Took a few years to get there having been launched in 2007.

Maybe the same criteria used for our armed services would do.

Who knows, by the time we figure out that taking a lot of consumables with us to an asteroid would be just the thing needed for the time it took to set up a launch site from the Moon.
And canceling one over budget heavy lifter rocket is about the same as building another over budget heavy lifter rocket.
